What we are
A network-native, SDK-free evidentiary telemetry platform for autonomous AI agents. Composed entirely on Cloudflare’s developer platform. Production-verified at 14,638 events per second sustained, 99.98% success. Independent verification of the ledger requires no TruthLayer infrastructure.
The category
Runtime-evidence sits between AI observability (a $500M+ developer-tools market saturated with Langfuse, Arize, LangSmith, Datadog LLM Observability) and AI governance (a $420–890M compliance market dominated by Credo AI, Holistic AI, OneTrust, IBM watsonx.governance). The runtime-evidence subcategory has approximately three named vendors globally. The reference direct competitor, Kosmoy, has approximately US$3.4M in total funding and has published no comparable throughput or cryptographic protocol detail.
The forcing function
APRA CPS 230 amendments came into force 1 July 2026. The 30 April 2026 industry letter on AI systems specifies “continuous, auditable evidence” as the standard. Australian Privacy Act automated decision-making transparency reforms commence 10 December 2026. EU AI Act Article 12 and 26 obligations phase in from December 2027.
The insurance flywheel
Verisk ISO Form CG 40 47 01 26 (January 2026) allows CGL carriers to exclude generative AI from standard policies, driving affirmative-coverage premium to specialty markets. Multiple carriers and MGAs have launched or expanded AI liability products since Q4 2025: Armilla (Lloyd’s, up to $25M limits), Munich Re aiSure, Testudo, HSB, Coalition, Counterpart, Corgi, Klaimee, AIUC. Underwriters require documented AI risk assessment as an underwriting precondition.
TruthLayer produces evidence bundles in insurer-accepted formats. Once TruthLayer becomes an accepted evidence source with one Lloyd’s syndicate or one Munich Re specialty line, the category positioning compounds: insurers standardise on evidence sources, and TruthLayer becomes the accepted format.
Traction
Production platform deployed on Cloudflare’s edge (330+ POPs). Load test 22 July 2026: 14,638 req/s sustained, 99.98% success, 9.51M requests, zero silent failures. Whitepaper published July 2026. Three design-partner pilot slots open for Q4 2026. Zero customer revenue as of July 2026.
The ask
Investor materials are sent on request. Not currently raising a priced round. Registered interest is used to size a possible seed round in Q1 2027 conditional on pilot conversion and insurance-channel MOU.
